You have to have unlocked shadow first, which you can unlock shadow by beating adventure mode as rouge, and to unlock rouge, beat adventure mode as knuckles, anyway, back to silver. To unlock silver, you have to at least beat 12 characters in the 10 min. knockout round in the challenge section in 1-p. Hope this helps!
