You can't make a "single player just for mods." All of your data is stored in the exactly same place and mods affect every single world. If it is a mod you can turn off then there is your answer.

On a mod called TooManyItems, there is a key stroke where you can turn off mod loader. Most of the time it all leads up to the mod itself. Look at the help files if included to see if their is an off button
make sure you have the latest update, turn mods and custom content off, and uninstall if necessary.
In some mods there is a key stroke to turn it on and off. Or it's out of date and won't work in that mod now.
