How do you turn enemies in to tires in call of duty 4?

If you go into the in game options the is a cheats option. In order to unlock cheats you need to find Intel items there are 30 in the game. But be warned if you activate any cheat and finish the level it will not count, i made that mistake 4 levels of veteran down the drain...

The one you want bad year, needs 15 Intel items which also gets you an achievement as well as 30
