On any phone. Go to the phone, and choose the option Throw Party. You will then be able to invite whoever you want, and what kind of party you want. birthday, wedding, regular house party. Note that not everyone will be able to show up.

Yes your Sim can have a party in the Sims 2 on PSP. From your Sim's menu go to the inventory and select their phone. On the phone menu there will be an option to throw a party.
Sadly, you can't go to a party in the Sims 3. You can only host them. :(
