If you trade pidgey to Pokemon xd gale of darkness there is a move tutor in agate village that can teach sky attack.
As of Pokemon Omega Ruby and Pokemon Alpha Sapphire, you can take Staraptor to the Move Tutor in Battle Resort and teach it Sky Attack. For Generation IV, you can teach Staraptor Sky Attack from the Move Tutor in Pokemon HeartGold and SoulSilver.

Braviary can only be found in the wild on Route 4. It can only be encountered on Mondays. It's behind some buildings on the right side of the Route. It will always have its Hidden Ability Defiant which raises its Attack stat every time the opponent lowers one of Braviary's stats (including Attack).

Braviary's best move is superpower. Superpower hits the sp.attack side but Braviary's stats are pretty high also Braviary is attack mostly. If you want your Braviary to be a beast but on draco meteor. Item= choice specs because Braviary loves to strike first and if you make it, it will unleash full power from the beginning of the battle. Mine is Moves: Superpower Draco meteor Thunder Brave Bird It's shiny with the ability "speed boost"
Well, you could try breeding it with a Pokemon that has Sky Attack to see if you can egg move it. Otherwise, use a TM or, although i highly do not reccommend this, cheat it using Gameshark or Action Replay
