Yes... you can Special Summon Exodia the Forbidden One by discarding him and using Monster Reborn, but you will not automatically win the duel. Exodia's effect will only work when it and the other four pieces of Exodia are in your hand.

Technically you summon him in the same way as any other monster. All five pieces are Normal Summonable, or can be Special Summoned by other effects. But you don't really "summon" Exodia as such. You declare an automatic win when you have all 5 pieces in your hand. In order to summon Exodia you'll need these 5 cards in your hand * Exodia The Forbidden One * The Right Arm Of The Forbidden One * The Left Arm Of The Forbidden One * The Right Leg Of The Forbidden One * The Left Leg Of The Forbidden One
Yes, nothing stops you Normal Summoning Exodia the Forbidden One, however he is simply a 1000/1000 monster with no effect that works while he's on the field. To get the instant win effect, he and the limb cards must all be in your hand.
You can 'summon' Exodia the Forbidden One just like any regular monster. That's unrelated to its effect, which lets you declare an automatic win if you hold all five pieces in hand - that doesn't involve summoning him though.

No, you automatically win the game. There's no summoning involved, and 'Exodia the Forbidden One' itself does nothing if on the field.
