A good thing to do is go to a community lot and find a person that is your age. Greet them and start talking and telling jokes. After doing that for a bit, more options will come up, don't rush into options like hugs and kisses as they could be rejected and their relationship could go down. Once you've done that. you can invite them round to your house by calling them on the phone. After you've got a high enough relationship options like "Ask to move in" and "Propose marriage" will appear.
