I'm sorry to say but no. Only migrate to diamond if your willing to no longer have it on emerald. If you do migrate it to diamond and want it back, you must use a cheat, trade or restart the game.

Yes if u have 6 pokemons in ur PC BOX, although the Pokemon would be really weak. Note: you can't get the Pokemon back once it's migrated.
