That is a very common question for Club Penguin users, and I had the same.
Today about 2 minutes ago I figured out what to do. You first have to get the center row all green, which might talk a little while for some and some it might take 30 seconds. (I randomly clicked until it was all green in the center of the row) Then press the bottom row, then the top.
And tada!
