How do you remove a program on the toolbar?

If you mean thebar next to the tabs--

1) Right click on the bar

2) Hold the pointer over 'Customize' at the bottom of the list

3) Next you will see a list of commands, click on 'Add or Remove Commands' at the bottom of the list

4) Finally you will see a box. On the left of that box is a list titled 'Available Toolbar Buttons. On the right of the box is a list titled 'Current Toolbar Buttons'. In between the lists are 'Add' or 'Remove' buttons. To add any, you highlight in the left list and click the 'Add' button To remove any you highlight in the right list and click 'Remove' in the center.

If you mean the task bar at the bottom--

Just right click on the item and click on 'Delete.'

Do the same thing for the bar just above the tabs. Otherwise to add/remove a toolbar, right click up on the toolbars and left click on to the left of the item.
