Then go to Vermilion City and take the boat to One Island. Talk to Celio and then go up to Mt. Ember. Go to the Team Rocket dudes and battle them. When you beat them, go into the cave. Find the ruby and take it back to Celio. Then he will give you a Rainbow Pass. Now you will be able to take the boat to Four Island and go to the day care. At the day care, you can put in two Pokemon.
