I hope you have unlocked all the Regi caves first. This is how to get Registeel: Go to Lilycove City and go westerly. Go past Safari Zone and keep going westerly. When you have gone westerly enough there will be these stairs. Go up them and go more up along the high grass. When you're out from the high grass, there will be the Regi cave. Go in, read the braille, then go to te dead centre of the cave (the middle). Then use flash. A door will be open. Go in and Registeel will be waiting. He is at lv 40 and is pretty annoying to catch. Hope you get him.
