You'd think that building houses close by would do it, but that's only half true. Villagers reproduce naturally, you don't need to 'do' anything, but the population is actually controlled by the number of doors (it's how their breeding algorithm counts the number of houses) in the village. Adding extra doors to the existing houses will make the villagers produce children.

They do not directly turn into zombies, but they turn into zombie villagers. Zombie villagers can be cured using golden apples and potions of weaknesses.
