If its a normal Mc server (not bukkit) then you have to code a mod
If its a bukkit server then you can
1. Get commandhelper plugin- You can then put your own commands in the config and tell them what to do/say etc
2. Code a plugin- Search it up on YouTube for more infomation. I recommend TheBCBroz youtube series- Its how I learnt coding :)
