I take it you mean a Chaos chao. Reincarnate it twice,then on the 3º life give it one of each all 21 animal types (no drives).Wait for evolution.The type of Chaos chao you get depends of it's alignment.

Try giving the chao a skull dog and then give it the top of the egg and let it evolve.
