I also recommend to have a Pidgeotto or a Pidgeot, that knows Featherdance, so you can lower its attack and hit it good.

You'll have to go to each one until you find a waterfall which takes you to another cave or island, go through the mini walkway and there should be a monkman that tells you you cant go in, but then your silver wing floats above you and you can go in. After you can vs Lugia, make sure you catch it!
