You have to first surf to Cianwood City
Then once you're there you go to the pharmacy (its towards the south part of the island)
then if you want to make it easier, you can beat Chuck and then get HM02(Fly) and then just fly back to Olivine City and then give the medicine to the gym leader. but if you decide to not beat Chuck at the time just surf back and do the same thing
