You have to get a group of people together, work out a way to come up with a name for your web site, decide what you are going do with it, and get people to want to join.
However, it will cost money to make a site like this and experience is needed for the site to be a success.
You need to be a programmer and have Adobe Flash CS4 to create. That costs a few hundred bucks. You need to have Web Hosting and a domain name, which can run you 10-20 bucks a year. You also need servers to host the website and handle the user accounts and scripts. You probably can't make a website like that unless you're a professional, like WDIG (Walt Disney Internet Group), who makes Club Penguin.

It is true experience, but no money. Just search how to make a website, you can make one for free. But. . . you have to fill out a lot of information, but only your parents can fill it out because it ask for a credit card. So there is no way of making a website secret from your parents. Also, it might be really hard to make one like webkinz or club penguin.
