You have to have all the CDs that come with The Sims Deluxe Edition in order to install it. This is because all of the information and files that goes with the game did not fit on just one CD and had to use more CDs to store it. If you don't have all the CDs you won't have a full installation of the game and it will be corrupted.

I also had this problem with Deluxe, I ended up throwing it away! Couldnt solve it. I then had a similar problem some months later with Makin Magic expansion pack. It said the wrong volume was in the drive. Is that the message you were getting? I just opened my CD drawer and then closed it again and away it went! Installed without any more problems. You can try that (wish I had of tried it with deluxe when it wouldn't install LOL) other than that I know this is quite a common problem so would be good to know how to solve it.
