If you are talking about humans, you have to have a boy and girl adult sim and a double bed. Make the boy and girl relax on the bed. once they're both relaxing, you can go to the boy's face on the side of the screen or the girl's face and click on the opposite gender and select "try for baby". Then the people will woohoo and if it plays music at the end, the girl is going to have a baby, and if it doesn't play music, the girl will not have a baby. It takes a few sim days for the girl to have a baby. If you we're talking about dogs or cats, you need a boy and girl adult dogs or cats and have a doghouse. The animals need a strong relationship. Get a human with a strong relationship to the boy or girl pet and click "influence for offspring" and then the other pet's name. If it works, the animals will go to the doghouse and woohoo. If when they come out, it plays music, the girl pet will have a litter. If it doesn't play music, it didn't work. It will take a few days for the litter to be born.
