To reach the top floor of the Pokemon Tower in Lavender City you will first need to obtain the Silph Scope so that you are able to battle the ghost of Cubones mother (Marowak).
You find the Silph Scope in the next city to the left called Celadon City. Once you reach that city head for the Game Corner and press A on the picture in there. Battle all the rocket members in the basement and obtain the Silph Scope.
