You have to go to the moss deep city and ask the man in a white uniform looking out of the window every day. If you don't know who i am talking about then i will try to explain it properly. It is the guy who is dressed up as a professor and is looking out of the window who tells you what is the number of the spaceship that is about to be launched into space. When he says spaceship 100 is going to be launched he will ask you if you want to go to space by the way you cannot find deoxys there. You can only find jirachi. And there is a cave where you can find deoxys and it may have a random location and when you enter it it will suddenly have a time limit.
