After arriving in Kanto, go to Lavender Town to the Kanto Radio Tower, where you'll get the EXPN Card. Then, go to Vermilion City and go east, where you'll find a Snorlax blocking your path. Play the Poke Flute channel on the radio, which will wake Snorlax up. Defeat or catch Snorlax, and then go through Diglett's Cave. At the end of the cave, you'll wind up on Route 2, where you'll have to use Cut to cut a tree blocking your path. Do so, then go south through Viridian Forest to Viridian City. From there, go south to Route 1, and go down until you get to Pallet Town.
