If you talk to the man looking out the window in Pacifidlog Town (in the house to the far right) with a Pokemon with that ID # in your party, he will say "I can see Mirage Island today!" Then you begin surfing to the right until you eventually see the Island. The only purpose it serves is that it contains Wynaut and has a few Leichi berries planted there. Good luck!
