Then go to your Family Inventory, and hop over to the Other Objects section (I think it's this one, though it may be the Pet Supplies section). Here you will see your Goldfish Bowl. Go into the place mode for it, and place it anywhere. It has to be on some kind of table, though. Once you've placed it, you still have responsibilities, though not as many, and this one actually is for staring at. You must clean the bowl when it gets dirty, and feed the fish. The bowl will be a dark green when dirty. If the bowl stays dirty and you have a maid hired, she will clean it for you, though I don't think either her or the gardener will feed the little Goldfish for you.
