While you are on a PvP world and risking at least 76,000 coins' worth of items (or 26,000 coins' worth if you are on a free world), you will slowly gain 'potential drop value' (ep) - be aware that noted items do not count towards this value. This measures the amount that you can earn from drops by killing other players. This has a maximum value, which is higher if you are in a hot zone*, and can increase by spending more time in a hot zone.
Your potential drop value will increase while you are outside a safe zone, but will increase by greater increments when you are in a hot zone. Every thirty minutes you spend outside a safe zone, your limit will increase.
*Some areas are considered exceptionally dangerous, because they are popular areas for players to go or because of the combined danger of monsters and other players. These are called 'hot zones', and are marked by the flaming skull icon to the left.

They don't lower it but they don't allow you to gain any EP either.

Dude 1 ep is good on Runescape....I got a dragon corrupted scimmy with 1 ep and no risk!!!!! trust me man it just matters on haw fast you kill your target!!!
Earning Potential in pvp 100ep will get you better drops than say, 50ep
The best way to get EP% is by risking for a great amount of time. F2P the risk should be above 50k. P2P the risk should be above 126k. Hope this helped.

If you mean experience, that depends on the specific skill you want to train. The best options also depend on your current skill, and on whether or not you are a member. Normally you have to repeatedly do a specific activity, to get experience in a skill.
