You can't get wooper because when firered was made wooper simply didn't exist.

That's not true at all you CAN get wooper in fire red. Wooper was invented with gold silver which came out like in 2000 or something like that. Fire red and Leaf green came out in like 2004 and there are many other johto and hoenn Pokemon in it (but not all of them). As for where you find it I think its on six island, but im not too sure. And im pretty sure you can but you may not be able to catch it wild in which case you could trade from XD gale of darkness or use an AR.
