You can. The server just has to be on when you try to join or the server is whitelisted and you aren't on the whitelist.
There could be a number of reasons. (A) he/she might be using the browser to try to connect. (B) if it's a public server they might be "whitelisted". (C) not sure bout this one but they may have a mod unsupported by the server. Hope this helps!

To use multiplayer in Minecraft, it depends on whether you have the free version, or the full (premium) version. I don't think you can do it on the free version (I am not sure, as I myself have the full version), but, to do multiplayer on the full version, you must click 'Multiplayer', and then you must type in the IP address of a server, on which you are whitelisted. IP address-the name of a server that allows people to access it (example: 255:78:61:5) server-an online Minecraft world which enables Multilpayer, run from one person's computer whitelisted-you must be whitelisted (on a special users list) to access some servers. Some servers don't use whitelisting, although most do.
Upon entering the main menu of minecraft, access the multiplayer menu, from there you can either choose add server, to have the server listed int he multiplayer menu, or you can choose direct connect. Add server: Type in a name you want to call the server for future reference, and also type the ip of the server into the ip box. Click done, and then you should be able to see the server listed, you can then click on the server and connect using the connect button. Direct connect: Simply click on the button for direct connect, and type in the server ip into the adress box and then click join server.

Creative/Survival/Hardcore: Many of these servers require you to fill in an application in the servers "official" thread on the Minecraft forum. Most of the time, servers are "whitelisted". Which means you cannot access the server unless your application has been approved. You will be automatically kicked by the server if it does not recognise your name. Some servers are not whitelisted and are free for anybody to join on condition that you follow the server rules. Take a look at the Minecraft forums to see which servers require you to apply or which are free for anybody to join.

It's a private whitelisted server. You can't get on.
The Yogscast does not allow members of the public onto their server. Only members of the Yogscast are allowed on the server.
Warcraft 24/7. Underestimated as you get 1$ every minute you are online, but then again it has Herobrine...and Hangman as well as shops, factions and Creative Plots with no banning on selected items...though the difficulty is still set on Normal so mobs still spawn at night.
