Well first you have to get all eight badges and then you have to go back to Viridian and then go to the west of the city from the entrance at the south. you get to fight your rival then you have to go through the gate and you show the guards the badges and then you keep going ( you need surf) and gradually you get there.

You go north from sunshore city. Your pokemon have to have waterfall and surf. Just keep going north and there will be a waterfall. Use waterfall and your there. There will be a pokemon center
