The power plant is far off from the bike route so i suggest to fly or walk to Cerulean city. Go east out of Cerulean until you get to route 9. There are a lot of trainers so heal up your Pokemon before going.go down one of the two ramps at route 9. then continue rightuntil you see a pick nicker. don't jump off the ramp just continue and go up the stairs. continue right and go down one ramp.go northeast to the stairs and surf south until you see the power plant
