After you have gotten all other badges, defeated Team Rocket in the Radio Tower and in the underground in Goldenrod City go back to mahogany town.
Trek through route 42 to the east of mahogany town
go through the maze of the freezing cold ice path
watch were you slide, pick up some items, including the HM Waterfall
find your way to Blackthorn City where there will be a woman who will give Pokemon the Effort Ribbon, if she thinks they are hard workers
You will find a house with the Move Deleter, and 3 Move Tutors,
as well as
the 8th Gym of the Johto Region
even after you beat Clair, she will not give you the badge, until you answer some questions given by her grandfather in the Dragon Den.
after she gives you a TM,
return to see the Dragon Master, and he will give you a Dratini.
