When you get HM Surf, fly back (Using HM Fly) to Cerulean City. Head East out of the city and go the route that you'd normally go to the Rock Tunnel. When you're almost to the cave, there should be some water (Right by the grassy area), use Surf and go down past Dark Cave to the Power Plant.
