You need to have beaten the Elite 4, and then talk to Professor Oak and if you've caught at least 60 Pokémon, then he will tell you to complete your Pokédex on the Sevii Islands. Go to Mt. Ember on One Island and battle the the two grunts and they will open up the cave that has the Ruby in it. After you get it go to talk to Celio and you will unlock the rest of the islands.
