In order to get to Eterna City, you have to head back to Jubilife City then head up and go through the path there, you'll reach Floaroma Town then go to the right and you'll come across an opening to the North, you take that opening and follow the path and you'll come across Eterna Forest. Go through the forest and you'll make it to Eterna City.
