On Pokemon FireRed and Leafgreen you can catch Dratini and Dragonair in the Safari Zone while fishing. I caught a level 18 Dratini and now have a level 59 Dragonite that almost singlehandedly beat the elite four. The best way to train Dratini/Dragonair is to teach it Flamethrower/Earthquake and fight a dude with three level 28 magnetons that in total give close to 3000 exp.
