u need waterfall and surf 2 do this. go 2 black city and exit to the top right. go up wen u can and surf as north westest as u can. u will get to a different place. go up and u will c a shrine and 3 kids. it will go to a mini scene. the girl will tell u a story about 2 legendary Pokemon. if u catch them and go back 2 the shrine with them in your party, another legendary Pokemon will appear.
