Once you complete the hoenn pokedex which consists of 200 Pokemon you do, professor birch will call you and says that he has a special present for you. His present is one of the johto starter Pokemon, Totodile, Chickorita, or Cyndaquil. Also, in Pokemon Emerald version, you can get johto Pokemon at the battle frontier and in the safari zone, but only for emerald.
nonononope, you can't get to kanto with emerald.
try Pokemon gold,silver or crystal.if you really want to travel 2 regions in one game..

You cant get a kanto starter on Pokemon sapphire but if you have Pokemon emerald then you complete the pokedex then you get a choice of starters from the johto region. I hope this helped.:)
