first beat the elite4 then go to the house next to the guy in the boat. He will ask you something and say yes. then he will take you to Fullmoon Island.(I did the same thing)

New person:eventually he will be in bed and if you talk to the sailor and he says you need to get the cresnt wing and hell take you to fullmoon island and youll have to go into the little opening and youll see a cresselia. itll fly away and will leave a crescent wing. then bring it back and fullmoon island is open for you at all times. hope i helpped
okay first it lunar wing and when you get there there is a Pokemon i think its called cresselia or something like that. Also you will not be able to catch it it will show you a picture and disappear and appear again on your marking map then the lunar wing will appear and you take it back to canalave city and cure the boy. then you can go chase cresselia down like you do with mesprit on the marking map.
In order to get to Fullmoon Island you must first beat the Elite Four and have already received the National Pokedex. Once you fulfill these requirements head to Canalave City and go to the sailor near the dock (the same sailor who takes you to Iron Island). Talk to his wife and then talk to the sailor again. Instead of taking you to Iron Island he will take you to Fullmoon Island.
