For Rainbow Wing, you have to beat the Team Rocket's Radio Tower scheme in Goldenrod City. After you've cleared out the Rockets and disbanded them, the real Director of the Radio Tower will give it to you.
In Pewter City, the blue man to the right of the mart will give you the Silver Wing.
