To get the Team Rocket outfit, you need to go to the Underground Tunnel. Down one of the hallways, you can take pictures. But because Team Rocket has invaded they have run off. There will be a Rocket Grunt asking if you want to join team rocket, you reply "Yes." you will then put on the uniform and be able to save the RadioTower!
