first u have to go to the power plant which is located at the cerulion entrance of dark tunel before u enter go right and surf the water down talk to everyone in the powerplant then go to the cerulion gym and talk to the rocket grunt he will run away u will find him on the golden bridge north of cerulion fight him and u will find out wher he hid the generator part return to the power plant and give it to the fat guy he will give u a TM (charge beam) after that return to the lavender radio tower talk to the gentleman and vuala he will give u the kanto radio card hope i was some help! :)
