There is no way to get a party hat from the wise old man. I have tried many methods, i even tried to tele-grab it in the video that it shows when you breaks in. No good. The only way to get a party hat in runescape is to work for it. I suggest getting 99 runecrafting, should take about 4 months- 1 year depending on how often you play and for how long. You earn about 300-400m if not more during this process. Hope i helped.
