The guy should have red hair and as you talk to him, he will give you a SecretPotion for the sick Pokemon that Jasmine is taking care of. Last, but not least, you will Surf back to the Lighthouse and go to the top and talk to Jasmine and she will thank you, then she will return to the gym.
P.S. She has Steel types, so make sure to use Fighting, Fire, or Ground attacks/Pokemon on her Pokemon.

You actually don't have to surf back Because Chuck's wife once you defeat him gives you HM2 fly which takes you back to olivine city quickly then do what the above posted said which is correct.
