You have to save Lorlie.
You have to save lorelei of the elite four, go into icefall cave on 4 island, go up the waterfall, down the ladder, into the tunnel and you will face some team rocket trainers, they have level 30 Pokemon more or less (i can't really remember). defeat them and then the guy at the dotted hole will have moved, use cut to open the door. go in and down the hole, after that go down the holes in these directions North, west, east, south you shuold be in the room with the Sapphire, but the scientist will steal it from you but give you the second password to the rocket warehouse on island 5.
