When off, they will speak normally and professionally. It does not effect difficulty or game play. If you mute your TV, you wouldn't know the difference from the scull being on or off.

You're probably jumping through the rings in the correct order, but if you are touching the rings the skull will not appear. It also has to be on Normal or harder difficulty.
