There is a schoolhouse/jail north of the barbarian village, and you do have to take a test on the runescape rules. once you are done, according to your grade, you will get two genie lamps. Below the jail there is a maze, and if you explore the entire maze, you will find a treasure chest with 10,000 gold pieces and security gloves in it. You also get them as one of the rewards from random events. The lamp (or book) is at the bottom of the list.

antique lamps lost in battle from a quest or event can be replaced! Well you can if you go to lummy then go to the house below the furnace. Go down the ladder and talk to the knight. he will give you a antique lamp! Talk to Destroy2056 and he will tell you and he is only on world 81!!!!!!!!!!!!

No. Even the lamps don't work.
A lot of quest give you exp lamps. You can also check the reward of the quest before you start it.
The only ones I know is to beat random events.
