You have to get to the top of mount cornet and battle the commanders. Then you can either capture or kill Dialga/Palkia.
Don't waste your master ball on them because they're already super easy to catch compared to any other legendary. Once you get Palkia or Dialga, the power outage will be over and you can get into Sunyshore city.
- The first guy is all bug types. Use fire, rock, and flying on him and ground on his Drapion.
- The second is a ground type user. use water and ice
- Third has only 2 fire types, a drifblim, a steelix, and a lopunny. Use Water, ground and anything else that has good match ups to them.
- Fourth is psychic use dark, ghost, and bug types. And fire for his Bronzong.
- Cynthia is all of them just use what you know. she has Spiritomb, Milotic, Garchomp, Lucario, Roserade, and Gastrodon.
After you beat or catch Dialga(diamond) or Palkia (pearl) the man will leave.
