I have to disagree with you.On my game og Pokemon Leafgreen with my Game Boy Advance I saw a shiny ratattaa near Pallet Town.I was on a bike just searching for a Raiku (I picked Squirtle).
Yah dude im with u because I am not a retard and I've found a purple kingdra before. I don't have a shiny cheat for the game but did use modifier to get kingdra in the wild. It was pure luck finding a purple one.

Or, you just play your game fair and square and hope that lady Luck is smiling, as the chance of getting a shiny Pokemon is very, very low. The chance of seeing one of these is about 1 in every 8192, or 0.0122%.
But, as insinuated, there is always a chance of getting a shiny Pokemon when you walk around in the grass(although I have never gotten one during my 11 years of playing Pokemon :P). Note that shiny Pokemon aren't "Shiny", as in having a shiny coulor like gold, silver etc. They're called shiny since they, when spotted, flashes in a shiny way. You may spot the difference between an ordinary Pokemon and a shiny Pokemon by the colour of the Pokemon and due to the fact that it flashes for a short moment in the beginning of the battle.
The ONLY way to get one is to just fight as many wild pokes as you can. Your chances are 1/8192, so the more you battle wild Pokemon, the better your chances. Nothing in the game has an effect on getting a shiny encounter other than luck, don't waste your time.

2 find the grass its in keep looking
3 the more u run into it the bedder chacnce of finding it!

It depends on very, very good luck to get a shiny Pokémon. You can find shiny Pokémon in the wild, in eggs, and in the battle tower, which is basically everyplace you can catch a Pokémon save for the Battle Tower in which you won't be able to catch the shinys there. Needless to say, you wont be very lucky if a shiny ends up there. People have said that you can also meet a shiny when in your first battle. Basically, like I said, it revolves around how lucky you are. Now the bad thing is that the odds of finding a shiny Pokémon in the wild are 1 in 8,192 battles...all the time, meaning after 8,191 battles it'll still be 1 in 8,192 and not a dead cert that you will get one i.e. not 1 in 1 battles. If you already have a shiny Pokémon and think you'll have a higher chance of getting another shiny if you breed with it, think again. It's still going to have the same odds.
