You are able to get both bagon and shelgon in the safari zone, but shelgon is easier so I'll explain how to get him.

First of all you need to have unlocked the ability to lay down objects in the safari zone. You will need to have passed the owner test and have gone to Kanto. The objects are sorted in groups often called "blocks". The plains blocks are white flower, red flower and shrub/ the forest blocks are tree, branches and stump/ the peak blocks are small rock, big rock and mossy rock/ and the water blocks are fountain, puddle and water hole.

For Shelgon you will need to place peak blocks. You will need to place 21 peak blocks in a wetland area to start with. But this isn't the trickiest bit!

To catch Shelgon you will need to have a total of 63 peak blocks, but only 30 can be placed! Every 10 days the objects upgrade. So place 21 peak blocks then wait 70 days. Apparently Shelgon won't appear if you fast forward the clock because the game knows how many days have actually passed. So this takes a very long time and unfortuanately Shelgon or Bagon can not be obtained any other way, except for trading or migrating. So calculate 70 days, mark it on the calendar and wait, it will be worth it!
