Go to Four Island and enter Icefall Cave in here you must find and obtain HM07 which holds the move Waterfall you must then use the move to climb the large waterfall at the beginning of the cave. After you go up go to the ladder now you must battle a rocket grunt take him down and then talk to Lorelei then head back to Ruin Valley on Six Island the guy should be gone now.
